Improving relationships with your admin entails only one good step before the start of the business relationship or operation and that is to be clear on your direction. Know where you want to go with your admin and how you want to do things that could make you and your admin effective. A lot of rules on how to get things done could lessen productivity and tend to make your admin commit more mistakes than anticipated. Be clear on your direction and always simplify operations otherwise your admin could be most of the time referring to your work instructions bible when he comes across on things you are specific on words and terminology. And this takes time - deciding what you want instead of deciding on how to be effective! Clear?
